The US independent Knight Citizen News Network has a good on-line training course Interviewing: a practical guide for citizen journalists
The UK's Channel 4 hosted a participatory documentaries project called 4Docs for now its on hold but they have left a valuable web archive of training resources and contributed videos here It is primarily for video documentary production but covers sound and has good sections on planning, scripting, rights clearance, and story lines that equally apply to radio.
